What happened

Prime Minister Andy Burnham has changed the early release scheme to exclude anyone convicted of unlawful killing, including manslaughter and death by dangerous killing. The revised policy ensures PC Andrew Harper's killers will not be released early. Exemptions also now cover those convicted of historic child sex offences and indecent assault. Thousands of other prisoners will still be released early from October. Extra prison capacity will be created by deporting foreign offenders. Those released will face ramped up restrictions and monitoring.
