Police-recorded crime: offences logged by the police in England and Wales, excluding fraud, the alternative to the Crime Survey's estimate. It counts only what is reported to and recorded by police, so it moves with reporting habits and recording rules as much as with real offending. A change can reflect fuller recording as much as more crime.
