How many different people ran each department under each government. A minister who serves across an election counts for both, because they were a minister of both. Departments are grouped by lineage, so a renamed department keeps one count rather than restarting. The Cabinet Office is left out: it holds four Secretary-of-State-rank posts at once, which inflates its count without saying anything about churn.
