Budget Deficit

The gap between what the government spends and what it collects in tax each year. When spending exceeds income, it runs a deficit and borrows to cover the shortfall, and that borrowing adds to the national debt. When tax exceeds spending, it runs a surplus and can pay some down. A deficit is the norm; a surplus is rare.
